Leave can only be granted by an authorised user. Depending on the leave type, be it paid or unpaid, the hours of the employee will be calculated and displayed accordingly.
Apart from the reporting being correct, matching the leave reports with the payroll system, is a very good control to ensure that all leave taken, was actually processed on the payroll system.
